I made this program because I was surpisingly unable to find a decent converter online to convert between text and UTF. My goal when making this was to keep simplicity and customization in mind. The options allow for any major type of encoding to be converted. As always, this is open source. Feel free to make changes to it or add some exceptions for when something goes wrong. I spent a grand total of 3 hours or so on this, so there is no data validation. If you use it correctly, it should work, but if you try to mess with it, I'm sure it'll be very easy to break something.
