Beekeeping: Checking Hive for Swarming or Splitting

I have been feeding my hive one quart of a 1:1 mix of granulated sugar and water every two days to let the queen know there is plenty of food so she will lay a lot of eggs in order to grow the hive faster so there will be a lot of worker bees to pollinate my garden, make honey or to split the hive. Today I check to see if the hive is wanting to swarm or is ready to split. After you watch the video I'd like your opinion. What do you think and what would you do.
